He brings more than 20 years of experience conducting water resources studies throughout the U.S. and overseas, for a wide range of clients (federal, state, municipal and private sectors). His primary areas of technical expertise are river hydraulics, hydrology, sediment transport, and water quality modeling. He has used his advanced skills in projects involving the characterization of baseline and proposed conditions for fluvial systems, delineation of flood hazards (1-D and 2-D), hydraulic and hydrologic engineering design, environmental impact assessment & mitigation, permitting, and litigation support. He has written over thirty professional papers, peer-reviewed for several engineering journals, and taught at the university level. Dr. Stefanovic received the prestigious Straub Award for the best doctoral thesis in hydraulic engineering and was honored as Diplomat by the American Academy of Water Resources Engineers. He served as one of the lead instructors for a series of nationwide HEC-RAS courses (steady, unsteady, and sediment transport) presented by the American Society of Civil Engineers. Synopsis:  A new procedure is presented for hydraulic analysis and floodplain mapping of “Without Levee” (Natural Valley) conditions in accordance with latest FEMA guidelines for Analysis and Mapping of Non-Accredited Levee Systems. An unsteady hydraulic model (HEC-RAS) is developed to analyze flows in the main river, while two-dimensional flood routing (HEC-RAS 2-D) is utilized for the floodplain mapping on the landward side of a levee. The advantages and challenges of the new approach are discussed with special emphasis on the long awaited HEC-RAS Version 5.0 featuring a two-dimensional modeling component.
