Speakers: Ross Lew, PE - Program Manager, Highway Programs at OCTA Ross Lew is a Program Manager with Highway Programs at the Orange County Transportation Authority. Ross joined OCTA in mid-2012 and is responsible for overseeing the construction phase of the OC Bridges Grade Separation Program and delivering freeway projects . Ross is a graduate of the University of California, Irvine and has 24 years of transportation management and project delivery experience. He has been in the lead role on multiple complex projects in various phases of project implementation from planning through construction, working in partnership with many public agencies. Don Archer, PE - Principal at PQM Inc. Mr. Archer has provided engineering management and technical services on a variety of transportation, port and water resources projects. Through his career he has served as a Project Manager, Quality Manager, Design Manager and followed many of his projects through construction on a wide variety of large complex projects in California, Texas and Oklahoma. In 2006, Mr. Archer invested his 25 year engineering career into PQM, Inc. with a specific focus to increase reliability and consistency with construction documents and construction practices in an effort to help minimize liability, construction cost overruns and schedule delays. Today, his firm provides complete Quality Management services for owners, program management teams, and construction companies. He has a long history with OCTA, LA Metro, SANBAG, POLB and RCTC assisting design consulting engineers, and contractors establish effective Quality Programs. Mr. Archer has successfully implemented Six Sigma methods to design and construction for continuous improvement and performance measures that improve project delivery. The company logo is displayed at the event and a company representative is given 2 minutes at the podium. The company also may have a display booth at the event.
