Before the presentation, the 2014-2015 Board of Directors for the Orange County Branch and Orange County Younger Member Forum will be installed. Speakers: Phil Jones, PE, Manager, OC Flood Control Design Mr. Jones has been with the County of Orange for over 29 years as a engineering Manager, design engineer and construction inspector. Phil is the Manager of the newly formed OC Public Works, Design Division and was the Manager of the Flood Control Design Section for the previous eight years and a design supervisor since 1990. In his current position Phil oversees the design, development, public advertisement, and award of Plans, Specifications, and Estimates (PS&E) for Orange County and the Orange County Flood Control District’s (OCFCD) capital improvement program which has an annual budget around $50 million (but may vary between $20 million - $100 million depending on the year). The Design Division is responsible for the development and project management of: technical studies/reports/investigations, structural and hydraulic design, and development of construction documents for regional storm drains, flood control channels, pump stations, dams and retarding basins, roads, bridges, and miscellaneous projects. Design Division personnel also act as emergency workers during disasters and storm patrol leaders during heavy storm activity. Phil has an AA degree in Architecture from Saddleback Junior College and a BSCE and MSCE from Cal State University, Long Beach. Phil is a registered Civil Engineer in California, Oregon, and Arizona; and is a California certified QSD/QSP. Phil is a member of FMA (Floodplain Management Association), APWA and NACE (National Association of Corrosion Engineers); and has been a member of ASCE (American Society of Civil Engineers) since 1984. Ali Fayad, PE, Senior Project Manager/Engineer, OC Flood Control Design Mr.Fayad has been with the County for over 12 years, and had been a Sr. Project Manager/Sr. Civil Engineer for the last 8 years. Prior to working for the County, Mr,Fayad had 18 years of experience in Northern California as an engineer and a consultant, as a structural software developer, and as an Adjunct Professor with Cal State Chico and Sacramento. Presentation Synopsis: The speakers will discuss the geotechnical aspects of the East Garden Grove-Wintersburg Channel project which was awarded the ASCE Orange County Branch Geotechnical Project of the Year on February 19, 2014. The $42.5 million flood control improvement project utilized a double row of steel sheet piles and soil cement mixed columns (inserted between the sheet piles) to form structurally sound flood control levees in a seismically active area over liquefiable soils subject to tidal influence set within a highly sensitive and publicly active coastal environment.
