About the Project (Courtesy of Jim Volz, PE - Orange County Public Works) On July 2, 2012, construction commenced on the Haster Retarding Basin Pump Station and Recreational Field project. The project encompasses the entire 21.5-acre site owned by the Orange County Flood Control District in the City of Garden Grove. The retarding basin and pump station project, which has began almost twenty years ago is part of the extensive flood control improvements proposed or underway in the East Garden Grove-Wintersburg sub-watershed within the Westminster watershed. The area along the East Garden Grove-Wintersburg channel system is the largest of the remaining flood plains in Orange County. The drainage within the watershed upstream of the project site consists of underground pipes with the exception of a short reach of open channel between the project site and the Crystal Cathedral. The project site was also a city park operated and maintained by the City of Garden Grove until construction commenced, and will be returned to a park after construction is completed. OC Public Works’ Project Management Section staff serves as Project Management and worked with design consultant AKM Consulting Engineers. Shimmick Construction Company, Inc. of Irvine, the construction contractor was awarded the project. A grant in the amount of approximately $15.7 million was awarded from the California Department of Water Resources towards construction of the project. The $25.2 million construction project consists of many major components including 700 linear feet of triple barrel reinforced concrete box culvert (36-foot wide by 6-foot high); 2-acres of recreational field, a 70-foot wide by 72-foot long by 34-foot tall reinforced concrete pump station structure, three 845-horsepower Waukesha engines, right angle gear drives, three 29-foot tall by 48-inch diameter axial flow pumps, 6-foot diameter pump intake umbrellas, an overhead bridge crane, a back-up generator, removal of an island in the center of the lake, deepening the basin by 4-foot for water quality purposes, steepening the basin slopes and stretching the basin into the corners of the available right of way for additional flood control capacity, 117,000 cubic yards of export, 4,000-foot long perimeter road around the basin, decomposed granite jogging trail, park plaza with 12 game tables, parking lot for 88 cars, 2 large (34-feet by 22-feet) steel gazebos with cantilevered deck over the regarding basin, 11 exercise stations, two 2,000 gallon back-up propane tanks and bio-retention water quality treatment control BMP’s in the new parking lot. Project challenges during the design phase included addressing the groundwater table that rose about 5 feet during the course of the design and how to best add a significant recreational element to the project design. The environmental impacts from the project were addressed as part of the EIR for the East Garden Grove-Wintersburg channel system. The Haster project has been designed to carry runoff from a 100-year storm event where the retarding basin and pump station work in tandem. The pump station ensures that sufficient volume is available in the basin to accommodate the peak of the storm. The inflow Q100 is 2,100 cubic feet per second and the outflow Q100 from the project site is expected to be approximately 460 cubic feet per second. Construction of the project is expected to be completed in late 2013.
