He is currently the Manager of OC Public Works' General Maintenance Division. Phil has been with the County since 1985 and an engineering supervisor and manager for the County since 1990. Synopsis: In the last few years the homeless population in Orange County has dramatically increased and many of these individuals have sought shelter along or within the Orange County Flood Control District's regional flood control system. This occupation has created several issues for, not only the County and the District, but also the adjacent cities and residents that live adjacent to these facilities. This presentation will discuss several issues facing the flood control district, such as: inpacts to flood protection/flood control conveyance, public safety, jurisdictional disputes, environmental impacts, homeless advocacy lawsuits, citizen complaints, and steps that the County of Orange and OC Public Works are taking to deal with these issues.
