Details _____________ Register here: https://www.eventbrite.com/e/copy-of-asce-oc-branch-luncheon-oc-beach-cities-piers-tickets-23470527981?ref=ebapi _____________ TOPIC -  OC Beach Piers The ASCE Orange County Branch would like to invite you to attend the March Luncheon Meeting with a presentation on the history of the Huntington Beach, San Clemente and Seal Beach piers and how these piers have endured through previous El Nino events and any preplanning the Cities may have done in preparation for this year’s El Nino event.  We are fortunate to have staff from the cities present to us the measures taken to protect our iconic Orange County beach piers during the El Nino storm events.                              Speaker:  Tom Herbel, P.E.  Tom Herbel is currently the City Engineer for the City of Huntington Beach, Mr. Herbel has significant experience in the area of transportation infrastructure and has provided his leadership to numerous local cities and counties.  His current duties for the City of Huntington Beach include managing and administering their $30 million Capital Improvement Program (CIP) consisting of: street construction and rehabilitation, sewer facilities, sewer lift and storm drain pump stations, drainage and flood control infrastructure, potable water production, storage, transmission and distribution facilities, construction of new and the rehabilitation of existing public buildings. The position coordinates the private development civil engineering review, approval and entitlement process and administers the construction, inspection and surveying of all public works capital improvement projects for all client departments and oversees the encroachment permit issuance process, filing and dissemination of all public works records.  Mr. Herbel is a registered civil engineer with more than 26 years of experience in the planning, design, and project management of public works infrastructure.  He holds a BS in Civil Engineering from California State University Long Beach.  For the last 3 years Mr. Herbel has been the City Engineer for the City of Huntington Beach and prior to that worked for private industry. Mr. Herbel was recently concluded his term as the President for the American Public Works Association Southern California Chapter. Mr. Herbel is also a member of the American Society of Civil Engineers.  Speaker:  William Cameron, P.E.  Bill has been San Clemente’s City Engineer for 29 years and added the Public Works Director responsibilities seven years ago. Prior to San Clemente, Bill was City Engineer and Public Works Director in Gresham, Oregon for 10 years. His career began in Glendora as a Civil Engineering Assistant for 4 years. Bill attributes his Department’s success to a number of factors. They include the direction and support of City Councils and City Managers who understand the importance of building and maintaining quality infrastructure to meet the needs of their citizens. Also important are responsive, high quality Public Works employees and teamwork with other departments. In addition, Bill and his staff are continuously striving to improve how services can be improved and performed in a cost-effective manner. Bill’s efforts to maintain and improve Public Works infrastructure have resulted in innovative programs and projects to expand the capacity of and rehabilitate municipal facilities, including streets, storm drains, parks, pier, sewer, water, and recycled water systems. He has directed the development of innovative asset management programs for several of these systems and creative financial programs to fund rehabilitation and upgrading of public works infrastructure. Examples of funding mechanisms are a city-wide street assessment district, storm drain utility fee, clean ocean utility fee and development impact fee for streets. Bill is especially proud of the City’s Street Improvement Program that has rehabilitated more than 50% of the City’s deteriorating streets over a 15-year period. Bill enjoys the quick pace, wide variety of Public Works infrastructure and challenges of fast-growing cities with aging infrastructure.
