She has been with Parsons Transportation Group for 8 years, in which she currently works as the Environmental Practice Lead in Southern California, managing and developing a group of talented environmental planners. Her former employers include Caltrans and Riverside County. Stephanie is well versed in CEQA and NEPA for transportation project and has many successes working on projects such as the I15/Ranchero New Interchange, SR 91/71 Interchange Improvements, I-10 Corridor Project, I-405 (North) Improvement Project, and SR 91 Corridor Improvement Project.   Stephanie enjoys presenting on different technical topics including the environmental benefits for Design-Build projects. Her recent presentations were for the Transportation Research Board and the American Association of Transportation Highway Officials.  Synopsis:    Obtaining permits on projects is a challenge, especially when you’re using the Design-Build delivery method. In recent years with issues of flooding and explosive site development, the United States Army Corps of Engineers has taken an active approach to implement Section 14 of the Rivers and Harbors Act of 1899, codified in 33 USC 408. This permit process is mostly an engineering evaluation to demonstrate that a project can occupy or modify a USACE flood protection facility without having an adverse effect. Couple this challenging this process with the fast paced nature of design build delivery.
