Project Description:

The Village of Laguna Altura (PA 18) is a landmark coastal canyon village designed and developed by the Irvine Company. It is located in the master-planned City of Irvine just minutes away from Laguna Beach. The exclusive gated village comprises four luxury neighborhoods.

After careful planning a site plan was developed that took into account in depth market research and analysis, engineering constraints and environmental sensitivities.

Environmental and conservation features were incorporated into the project.  Approximately 450 acres in Planning Area 18 was dedicated as open space to the City of Irvine as part of the Open Space Initiative.

Storm drainage and water quality basins were integrated into the site plan.  The on-site drainage is directed to three basins.  Runoff is treated in these basins prior to discharging into the San Diego Creek.

In keeping with a comprehensive approach to landscaping, ICDC created a landscape palette of trees, plants and groundcovers. Collectively, they enhance Laguna Altura’s overall ambience and appeal, control temperature, and help improve air quality.

Sensitive restricted wildlife habitat areas are located near and around the project site and planning area, which required several state and federal regulatory ggencies permits. The environmentally sensitive areas and endangered species were carefully considered in many aspects of the design and construction of the project including the installation of a wildlife crossing which promoted wildlife movement.

 

 

 

Project Justification:

PROJECT JUSTIFICATION: CHALLENGES , CONSTRAINTS AND OBSTACLES OVERCOME

The Laguna Altura (PA-18) project presented numerous complex constraints which required a tremendous amount of collaborative work among numerous professional disciplines to achieve design and construction goals while meeting ambitious construction schedules and deadlines. The project challenged the project team to develop and implement engineering design solutions, to offer cooperation and compromise during the extensive permitting process and to provide quality construction methods which resulted in the project’s completion on schedule and on budget. 

Time Constraints included a 14-month construction schedule (excluding homes). Approximately 150 construction permits were issued for the work prior to construction.

66 KV UTILITY UNDERGROUNDING

The design and construction of the undergrounding of existing 66kV electrical power lines. This involved coordination with SCE and several agencies.  Work was completed prior to grand opening of project.

OPEN SPACE DEDICATION

Approximately 450 acres of Open Space dedicated as part of the City of Irvine Open Space Program including Veeh Creek, natural hillsides to the west expanding the previously dedicated open space in the Laguna Canyon corridor and providing trail linkages.

100 acres Needle grass Mitigation (Restoration) and other environmental mitigation was required for the project.

Construction of Lake Forest Drive from Laguna Canyon Road to Bake Parkway
Construction of SR 133 widening along the project frontage

GRADING

Estimated Total Volume of Earthwork was approximately 8,000,000 CY

WATER LINE RELOCATIONS

A large existing recycled water line was relocated due to the project improvements.
